While voters rejected incorporation seven years ago, advocates are optimistic that a vote will pass on the November ballot and are gathering signatures to get the issue on the ballot.

Focusing on the diversity of the neighborhood, Winton says that even the Mormon chapel in town sports signs in English and Chinese, reflecting the 157% growth in the neighborhood's Asian population from 1980 to 1990. The community is almost equal parts White, Asian and Latino.
