WASHINGTON, D. C. -- Sen. Orrin Hatch, R-Utah, is in the process of deciding whether to form an exploratory committee for the republican presidential nomination. Hatch will be starting from zero to play catch-up with candidates that have raised half of the $20 million that experts figure is required for the primaries. Hatch is still trying to determine if he can attract a quality staff at this late date.

Most large donors have already given to the campaigns of the other candidates. Hatchs' donations would have to start with Utah and Mormon constituencies, neither of which are known for providing much financial support for political candidates. Hatch is also short on available political endorsements.

Hatch faced similar tough odds in his bid for his Senate seat and won.
