ST. GEORGE -- Robert Owens, from St. George Utah, wants to be the first to circumnavigate Washington County in the Southwest corner of Utah. This 70-year old retired 6th Circuit Judge has a strategy of completing a series of day hikes along the 190 mile border. His greatest supporter is Cheer, his wife of 47 years.
