The Utah State Legislature is considering a bill that would require 30 hours of road time with an adult before teenagers could get a driver's license, and would prohibit those teenagers from driving between the hours of midnight and 5 a.m. The early morning prohibition is meant to address the perceived dangers of driving at that time.

However, some lawmakers want to make an exception for 'church' activities. This suggestion led to an argument about the use of the word 'church' when Rep. Patrice Arent, D-Cottonwood Heights, suggested that 'church' be changed to 'religious activities'. Arent is Jewish.
