SALT LAKE CITY, UTAH -- In his first state of the city speech, new Salt Lake City Mayor Rocky Anderson, an 'inactive' LDS Church member, concentrated on the plight of the city, which is facing an $8 million shortfall, among other problems. Among Anderson's ideas for solving the budget problem is a proposal to charge property owners for fire protection.

Under the proposal, the city would create a special services district. In this district every property owner, including nonprofit organizations like the LDS Church and the State of Utah which do not pay taxes, would pay an annual fee for fire protection.

By creating this special district, Anderson hopes to raise about $4.8 million toward the budget shortfall. The Salt Lake Tribune article did not indicate what portion of this assessment would be born by the LDS Church.
